<p>Mr. Vincent was named in September 2008 as Director of the United Nations World Food Programme (WFP) office in Geneva.  From 2004 to 2008, Mr. Vincent was successively WFP Representative and Country Director in Afghanistan and DR Congo where he led two of the most complex operations for WFP.  He has also been WFP Representative and Country Director in Haiti in the late 90s and Head of Office and Emergency Coordinator during the 1992-95 war in the Former Yugoslavia.  He has also worked in programme and logistics in India, Madagascar, and HQ (Rome).  He was the Deputy Director of the WFP office at UN, NY and the Assistant to the Senior Deputy Executive Director of WFP in Rome.  He started his UN career as a UN Volunteer for WFP in Karamoja, Uganda, in 1983.</p>
<p class="MsoBodyTextIndent">Mr. Vincent has a Master of Science (M.S.) International Rural Development with specialization in agricultural economics from the University  of California at Davis, California,  USA and a Bachelor of Arts (B.A) Political Science (international relations) and minor in international economics from Haverford  College, Haverford, Pennsylvania,  USA.</p>
<p class="MsoBodyTextIndent">Mr. Vincent is bilingual English and French and fluent in Spanish.</p>
<p class="MsoBodyTextIndent">Mr. Vincent is participating at the Geneva Forum for Social Change as a panelist for <a href="http://www.gfsc2009.com/panels/impact-conflict-human-security-human-rights">&#8220;The Impact of Conflict on Human Security and Human Rights&#8221;</a>.</p>

<br/><br/>
<p>During the last eight years he led the technology programs as the Chief Technologist of <a name="TSD Communications, Inc.">TSD Communications, Inc.</a>, a Washington DC-based communications strategy firm, where he was responsible for developing software tools used for media training, performing research on the cultural impact of emerging technologies, and providing strategic consulting services to clients.  In 2006, he co‐founded <a name="Flashing12, LLC">Flashing12 Consulting</a>, where he applies his consulting experience to guiding clients through periods of growth, change, and crisis.</p>

He published extensively on issues related to international policy coordination, monetary integration (regional currency areas), and the design of macroeconomic institutions, including independent central banks and fiscal policy rules. His work has been published in The Economic Journal, The European Economic Review, Economic Policy, and IMF Staff Papers, among others.</p>

He led a residential construction project in New York from start to finish and more recently worked on a high profile green construction and renovation project at Yale University’s School of Architecture.  Additionally, he has completed a variety of course work in several renewable energy technologies including both hands on field work in New York and Costa Rica as well as financial and technical feasibility analysis through Willis College&#8217;s Green Power Feasibility Program.

He is an experienced project manager, business analyst, operations manager and consultant. <br /><br /> Upon completion of his college degree in Policy and Management Studies, Christopher joined the private sector working in the technology field in NY.  He has extensive experience consulting for leading pharmaceutical, financial services and FMCG companies.  After 8 years specializing in the areas of project management, operational management, organizational effectiveness, and strategy consulting, he decided to make a career change.  <br /><br /> In 2003, Christopher joined the US Peace Corps and was posted in Romania as an ‘NGO Developer’.  During his almost 6 years in Romania, he had the opportunity to work on projects with the Romanian government, USAID, World Bank and UNDP.  In addition, he was Executive Director of a free-market think tank, and established a management consulting company that allowed him to work with a variety of NGOs and private firms based in Bucharest.</div><br/>

Shobha won a Criminal Justice award for Outstanding Contribution to Engaging Local Communities in 2007 and has recently been nominated for a Royal honour for contributions to race relations. As someone who brings passion, optimism and determination to her work, she hopes to develop her career internationally in the field of human rights, peace-building and development after she graduates in June 2009.

Prior to beginning the MPP/IOMBA program Lorraine worked in agriculture sectors in Spain and the United States. As an Organic Certification Specialist in California, she was part of a team that developed bilingual certification services and monitored farmers under USDA and European certification programs. In the summer of 2008 Lorraine worked as an intern with ACDI/VOCA in Washington, DC, researching, drafting and editing program profiles for USAID funded development projects in Africa, Asia and South America and most recently as an intern with UNHCR in Geneva where she works on family reunification and resettlement cases.

Lorraine has experience in policy development, monitoring and evaluation, public relations, and data analysis. Lorraine is a native English speaker with advanced proficiency in Spanish and a basic knowledge of French and Portuguese.</div>
